Administrative history: 
The second Alaska Legislature established the Institute of Social, Economic and Government Research (ISEGR), as part of the University of Alaska, on April 13, 1961. ISER was originally part of the University of Alaska Fairbanks. Currently ISER is an institute within UAA’s College of Business and Public Policy.

Agency functions:
The function of the Institute of Social and Economic Research (ISER) is to study economic and social conditions in Alaska.

Series description:
When relations between the United States and the Soviet Union thawed in the late 1980s, ISER was at the center of expanding relationships between Alaska and the Soviet Far East. The materials include correspondence and memoranda, research files, agreements, internal planning and administrative documents, and similar records.

Arrangement: The series is primarily arranged by either the creator’s office or major program: Vic Fischer, Gunnar Knapp, and American Russian Center/Alaska Chukotka Development Program. In addition, the series includes copies of papers and presentations sent to or supported by ISER in relation to other topics covered in this series. The files have considerable overlap in between these divisions.

3/53 USAID Proposal: In 2001 Roman Abramovich was elected the Duma representative for the Chukotka Autonomous Okrug. He became interested in running for governor and came to Alaska to look for other models on how a remote arctic province could function. He met with Vic Fischer on one of his trips and Vic told him that if Abramovich ran for governor Fischer would talk with Ted Stevens about getting an earmark to have USAID support work in Chukotka. Abramovich did run for governor and Stevens did submit an earmark. This program operated until 2006. The Alaska Chukotka Program was initially housed as part of the American Russian Center and was then moved to ISER. It functioned through making subawards to Alaska and Chukotka organizations to provide services. 2001

Tatyana had worked as a translator for an Alaska Native from Sitka who was Bhai and a recovering alcoholic. He worked in the Chersky area in Northeast Sakha Republic for several years to talk about sobriety. One way that he compensated her for her work was to arrange a visit for her to Alaska where she worked with women’s shelters – AWAC in Anchorage and a shelter in Kotzebue. When she returned to Chersky she organized a system of shelters and an informal system for creating restraining orders with the assistance of the local chief of police and the local OB/GYN. She proposed this project after coming back to Alaska to discuss her work. 2004
