Administrative history:
The Urban Observatory program was a joint undertaking of the U.S. Dept. of Housing and Urban Development and the National League of Cities for the purpose of aiding the establishment of partnerships between universities and local governments in the area of urban policy research. The Anchorage Urban Observatory was created under this program in 1975 at the Anchorage Senior College (later UAA). The first director was Hayden Green who was succeeded by Dr. Rick Ender in 1977.

Agency functions:
The unit conducted studies on Kenai area Natives, Anchorage city government, mass transportation, housing, and municipal leisure and recreational facilities. The program was discontinued in 1984.

Series description: Reports and study data produced the Observatory on revenue, housing, mass transit, education, civic participation, and health.

Arrangement: The reports are split into two runs: the main bulk of the reports and the health needs assessment study reports. Both sections are generally in chronological order by date of publication.
