Administrative history:
The American Russian Center (ARC) was created in 1993 from a federal grant to promote democracy and solidify a relationship with post-Cold War Far East Russia. In December, 2008, the ARC center was closed.
Agency functions:
ARC primarily focused on sharing knowledge and providing education to Russian students and employees of US and Russian businesses, while providing grants to small businesses and entrepreneurs to help stimulate the Russian Far East’s economy. ARC partnered with the Far Eastern State Transport University to create the exchange program, “Plus 1,” in which Russian students spend two years studying business at UAA. In addition, ARC had centers in Khabarovsk, Yuzhno-Sakhalinsk, Magadan, Blagoveschensk, Petropavlovsk-Kamchatsky, Komsomolsk, Yakutsk and Vladivostok. Each center provided basic and advance business trainings. Centers at Khabarovsk, Sakhalin and Vladivostok also provided in-depth training for technical professionals and project management and logistics management.
Series description:
The collection consists of records produced by the American Russian Center during the course of their activities from 1990 to 2008. Records include correspondence, grant applications, seminar/training records, implementation plans, staff meeting notes/minutes, trip reports, surveys to evaluate their programs, records from their satellite offices in Russia and copies of their publication, “Russian Far East News.”
Arrangement: Original order of the records are maintained. Boxes 1-4 are in chronological order. Boxes 5-7 do not appear to have an order. Box 8 contains video cassettes that were used or created by ARC.
