Collection summary: The collection is a culmination of materials collected by David W. Haugen while working on the Trans Alaska Pipeline System (TAPS).

Biographical note:
Haugen’s career associated with TAPS began in 1970 as a surveyor. Haugen was then hired by Frank Moolin on behalf of Alyeska Pipeline Service Company in 1974 as a Project Manager for Section 5 of the pipeline. In 1975 Moolin reassigned Haugen to be the Project Manager for Section 2, where Haugen remained until the pipeline’s completion in 1976. From 1977 to 1979, Haugen worked as a Senior Project Manager for Frank Moolin & Associates, Inc. During this time, Haugen testified in the 1978 TAPS Tariff Rates case. From 1979 to 1981, Haugen served as the Project Management Department Manager for Alyeska Pipeline Service Company. During this time Haugen testified in the 1982 FERC Expenditures for the TAPS case.

Collection Description:
The collection includes speeches, presentations, interoffice and out-of-office correspondence, Haugen’s notes and Alyeska files, and organizational materials. It also includes technical reports and documents, testimonies associated with the 1978 and 1982 TAPS cases, and the unpublished manuscript of Edward L. Patton.
