Biographical note:
Joe L. Hayes was born in 1930, in Bakersfield, Missouri. He moved to Alaska in 1946, received a B.S. in Civil Engineering from the University of Washington in 1955, and earned a M.S. in Engineering Management from the University of Alaska in 1966. Joe Hayes, a Republican, was elected to the first of three terms in the Alaska State Legislature, in 1976. In 1979, he was elected House Minority Leader and was the first Minority Party member elected Speaker of the House of Representatives. After his career in the Alaska State Legislature, Joe Hayes mounted unsuccessful campaigns for Mayor of Anchorage in 1982, and for Governor of Alaska in 1986. Mr. Hayes died in 2018.

Collection description:
The bulk of the collection relates to his three terms as member of the Alaska State House of Representatives. These include bill files and subject and correspondence files documenting his engagement in legislation, legislative leadership, and constituent issues. The collection also includes files related to his campaigns for Anchorage mayor and Governor of Alaska.

At that time, several overlapping groupings of records, primarily the legislative subject and correspondence files, were consolidated and additional description was created.
