Biographical note:
John E. Havelock was born in Toronto, Canada in 1932.  He received his B.A. in 1956 and a law degree in 1959, both from Harvard University.  Havelock came to Alaska shortly thereafter, and from 1960-1964, he served as Assistant Attorney General and Deputy Attorney General for Alaska under Governor William A. Egan.  In 1964, he joined the law firm of Ely, Guess, Rudd and Havelock, where he worked until 1970.  He also served as White House Fellow, Special Assistant to the Secretary of Agriculture from 1967-1968, and as Emil Notti’s campaign manager for his run for lieutenant governor of Alaska in 1969.  Havelock became the Alaska Attorney General in 1970 and served in that position until 1973, during which time he was involved in overseeing the state’s legal responsibilities stemming from the Alaska Native Claims Settlement Act (ANCSA) of 1971.  In 1974, he was candidate for the U.S. House of Representatives, and in 1977, he became a professor at the University of Alaska Anchorage, where he also served as at UAA’s Criminal Justice Center and of UAA’s Legal Studies program.  Havelock is known for his work as legal council for Alaska Native individuals and organizations, especially regarding ANCSA.

Collection description:
This collection contains John Havelock’s personal and professional papers relating to his work in the Alaska attorney general’s office and with the U.S. Department of Agriculture; his campaign for Congress and his involvement with other election campaigns, including Hubert H. Humphrey campaign for president; his involvement with White House Fellows; and his work concerning economic development in Alaska, land use, and the Alaska Native Claims Settlement Act, among many other issues.

A more detailed folder list for Boxes 4-27 is available in the Archives. In 2023 the first portion of the collection was rehoused and publications removed. The guide was updated by Arlene Schmuland at that time.
