Organizational history:
In the early 1970s, the impending merger of the Greater Anchorage Area Borough with the City of Anchorage was to include  land use and zoning changes  for Southeast  Anchorage-an area that includes  steep slopes and wetlands.  The prospect of increased density and the extension of public utilities was the impetus for the creation of Home And Land Ownders (HALO), a 501(c) 4 non-profit (aka: Four Square Committee; Area G Home And Landowners Organization).

HALO annually holds informative candidate forums for city and state candidates serving Southeast Anchorage and provides education and assistance to residents in land use matters. HALO participated in the development of land use plans, such as Anchorage  2020 Comprehensive Plan and the Hillside District Plan (and their respective implementation processes), and has funded related studies, such as the “Status of Anchorage Hillside Well Water: Nitrates  Study.”  Newsletters provide educational articles on issues affecting Southeast Anchorage.  HALO  also initiated or participated  in several lawsuits/appeals including the creation  of a police service area in 1997.  HALO’s boundaries encompass all or part of eight community councils. Directors are selected from five “G” areas, an early zoning category  at the time of the borough/city merger. The website www.anchoragehalo.org contains current  meeting information  and activities.

Collection description:
The collection contains records pertaining  to the organization, administration and activities of HALO. Records include HALO’s articles of incorporation, bylaws, candidate forums records, correspondence, land use planning issues records (ex. Hillside District Plan), lawsuits, minutes, digital photographs, and newsletters.

Arrangement: The collection retains the order in which it arrived at the archives. Records are divided by subject or record type.

Custodial history: Documents for the collection were solicited from long­ time board members; however, the files are not complete, especially for the earliest  decades.  It is expected that the collection will be updated  periodically.

Acquisition note: In 2012, the collection  was presented  to the Archives  by Dianne Holmes, a representative for  HALO’s president, Wayne Westberg.
