Biographical note:
Frank P. Pauls was born in San Jose, California in 1914. He received degrees from Marin Junior College (A.A., 1934), University of California, Berkeley (B.A., 1937), Harvard University School of Public Health (M.S., 1949), and the University of North Carolina, School of Public Health (M.P.H., 1965; Doctor of Public Health, 1966). He began his career as a public health microbiologist and administrator at the Department of Epidemiology, California State Department of Health, in 1937. In 1938, Pauls moved to Juneau, where he worked for the Division of Public Health Laboratories, Alaska Department of Health. In 1940, he established the Regional Public Health Laboratory in Anchorage, where he served as Microbiologist-In-Charge until 1963. Pauls married Adelheid Guenther in Anchorage in 1941. He was an officer in the U.S. Army Sanitation Corps (1943-1947), and the Medical Service Corps, U.S. Army Reserve (1947-1968), as well as a laboratory advisor for the World Health Organization in Iran (1957-1959). His objective during this time with the World Health Organization was to create a central public health laboratory to serve provincial laboratories as a diagnostic, reference, and training center comparable to the Centers for Disease Control in Atlanta, Georgia. After receiving his doctorate in 1966, Pauls went to the University of Wisconsin-Madison to be Assistant Director, State Laboratory of Hygiene, and Professor of Preventive Medicine in the School of Medicine. During his time in Wisconsin, Pauls, an expert in blood serology, conducted blood studies of Alaskan Eskimo communities with the International Biological Program (1967-1971). In 1970, he returned to Alaska as Chief, Section of Laboratories, Division of Public Health, in Juneau, as well as division director for one year. Pauls retired from the Alaska Department of Health in 1979, remaining active in professional organizations, including the Alaska Public Health Association and the American Society for Circumpolar Health. He also helped draft the National Arctic Health Policy (1984) as a member of the American Public Health Association Task Force. Dr. Frank Pauls died in Anchorage in 2001.

The collection consists of the papers of Dr. Frank Pauls which primarily related to his career as a public health microbiologist and administrator in Alaska. The collection contains Pauls’ personal, education, career, and research records, as well as writing files and subject files. The collection also includes records relating to organizations and events Pauls was involved.

Included in this series are the various studies Pauls’ was a part, including those on the distribution of blood groups in populations in Western Alaska, enteric diseases in Alaska, Eskimo blood studies for the International Biological Program in Alaska, and his doctoral dissertation and research concerning strains of Herpesvirus hominis. His career files include his time with the United States Army, the Alaska Department of Health, and the Wisconsin State Laboratory of Hygiene.
