The Greater Anchorage Area Community Action Agency, Inc. (GAACAA)
began operations in 1966. The activities of the Agency included:
providing job training and legal and health services to low income
families and individuals; community planning in low income areas;
promotion and coordination of local, state, and federal programs
for assistance to low income families and the elderly; and planning
and evaluating long-range strategies for overcoming poverty in
the community. The GAACAA operated and administered several social
service and community programs including: a Neighborhood Service
System which operated multi-service centers in Spenard, Willow
Park, Fairview, and other areas; two senior citizen centers in
Anchorage and Chugiak; an alcoholism program; an emergency food
program; and a Headstart Program for underprivileged pre-school
children.

The collection consists of a grant funding package for GAACAA
program year “E” 1971-1972. this funding package includes
administrative records, policy documents, funding allocation proposals,
bylaws, personnel records, job descriptions, salary schedules,
equipment inventories, and other records. There is also a separate
grant funding package for the GAACAA’s Headstart Program for program
year “E”. It includes a memorandum of agreement between
the GAACAA and the Department of Health Education and Welfare/Office
of child Development, personnel regulations, expenditure plans,
a program outline, salary schedules, equipment inventories, and
other records.

These papers were transferred to the archives from the UAA
Library’s Technical Services Department.
